ABOUT THE PROGRAM
Upon selection to the Candidate Development Program (CDP) you will, over the course of the next one to two years, engage in hands-on experience with our business units, as well as attend formal classroom training (Executive Development Program), participate in customized workshops and symposiums, executive–level courses, and will receive executive coaching and mentoring as you engage in individual developmental assignments within the organization.  Training provided in the program is experiential, intended to expose you to the core IRS business operations (e.g., examination, collection, taxpayer services, return processing), and assist with the development of your short and long term strategic planning as well as your understanding of financial, information technology, and human capital management issues and solutions.  Developmental assignments are a key component of the program, designed to strengthen candidates’ understanding and ability to provide executive leadership in a multifunctional environment.  Opportunities will also be available to receive exposure to other government agency programs at the senior level. Candidates examine best practices of other Federal and state agencies, as well as those of the private sector to develop tools and insights to improve business results, customer service and employee satisfaction. Executive coaches and mentors are assigned to each candidate to assist in development and implementation of an Individual Development Plan (IDP) and to provide feedback and support throughout the training program. 
 
You will be required to be available for training and position assignments in other geographic areas to assist with your development under this program and in order to meet the needs of the organization. You will receive relocation allowances to cover your moving expenses. All CDP applicants will need to be available for assignments in headquarters locations (Washington, DC and/or Atlanta metropolitan areas) or field offices throughout the United States. Every effort will be made to balance the needs of individual executives with the needs of the organization.
 
Upon successful completion of the program, you will be eligible for Office of Personnel Management (OPM) certification of your executive qualifications. Certified candidates are expected to advance from their entry-level developmental assignments to key IRS executive positions in a Headquarters organization (Washington, DC and/or Atlanta metropolitan areas) or a field office throughout the United States.  Entry into the SES is based on performance, OPM certification, and the availability of positions.

QUALIFICATIONS REQUIRED:
These are not entry level positions.  The IRS CDP is open to all qualified individuals who possess at least one year of substantive leadership experience at the GS-14/15 or equivalent level as a senior manager or have comparable management or leadership experiences outside of Federal service.  A senior manager is typically responsible for planning, directing, and evaluating work and is a manager or supervisor of other managers. 
 
Applicants should be able to demonstrate significant achievements, increasing levels of responsibility as managers, and a solid record of successful professional performance.

HOW YOU WILL BE EVALUATED: 
If you meet the minimum qualification requirements and applicable technical requirements for the position, your application will be further evaluated against job-related criteria by a panel of Senior Executives on the basis of the quality and extent of your total accomplishments, experience, education and your potential and capacity to master OPM's five executive core qualifications.  If you are determined to be best qualified from this screening process you will undergo a 360 degree assessment for training and development purposes and interviewed for selection consideration.
